British Ambassador to Poland HE Graeme Jonathan Knott – a guest of the EBC Poland.

Upon the invitation of the President Janusz Cieślak on the 25th September 2017 traditionally in the Hotel Czarny Kot – My Warsaw Residence the  British Ambassador to Poland HE Graeme Jonathan Knott was the guest of the European Business Club Poland.

The Association maintains very good contacts with the British Embassy in Warsaw assuring its members the most current information on the trade co-operation of Poland with Great Britain as well as potential changes which will be the consequence of Brexit. It is not the first visit of the British Ambassador in the Association. The first visit took place on the 6th October 2014 when we hosted the British Ambassador to Poland HE Robin Barnett.

Greeting the British Ambassador to Poland HE Graeme Jonathan Knott the President of the European Business Club Poland Mr. Janusz Cieślak emphasized that currently the Polish-British economic relations obtain very good results which to our satisfaction increase systematically and at the same time we await with concern what the date of 29th March 2019 – moment of Great Britain’s exit from the European Union will bring to our relations.  This is today the most important question which we ask.

Thanking for the invitation British Ambassador to Poland HE Graeme Jonathan Knott at the beginning made a reservation that he can discuss with full responsibility and precision issues of mutual business relations of Poland and Great Britain. However, as it comes to Brexit and answers to the questions what we can expect after it, he could not say much at the moment as negotiations are undergoing and situation is very dynamic. Of course there is already a certain framework which the Prime Minister Theresa May particularly highlighted on the 22nd September of this year during a conference in Florence but as of now one cannot talk about details. It is too early for that today.

The Ambassador emphasized that over 1 million Polish people live in Great Britain who have a great input into the development of the British economy. Today in his opinion our mutual business relations are good but definitely one cannot yet say that they are very good, so such as we would want them to be. Good means that without barriers the exchange of citizens, business, scientific and technological achievements is carried out. However, in each  of the areas there are still vast reserves so that each party could in full use its potential. Here it is essential to increase the participation of the governments to make that happen. That is why in our inter-government relations lately annual working meetings have been introduced at which the rules of the development of mutual relations for the next 12 months are set. They are chaired by Prime Ministers of both countries. At the last meeting in Warsaw in November 2016, 82 most important issues to carry out during the year were formed. The next mutual initiative are the annual meetings of the representatives of business, science and Polish Community (Polonia) in England.

Coming into details the Ambasador highlighted that in the last decade mutual trade exchange increased twice, up to 17,5 billion pounds last year and trade from Poland to the British Isles amounted to 12,3 billion pounds. Poland is also the 7th investor in Great Britain – our investments exceeded billion Euro. British investments in Poland exceeded 9 billion Euro which puts them on the 4th place among investors in the Republic of Poland.

Proceeding into details the Ambasador indicated that in the last decade our mutual trade exchange increased twice up to 17,5 billion pounds in the last year.

At the same time Polish export to the British Isles amounted to 12.3 billion pounds.

Poland is also the 7th investor in Great Britain – our investment exceeded a billion euro. British investments in Poland exceeded 9 billion euro which places it on the 4th place among investors in the Republic of Poland.

Moving on to the topic of mutual relations after the exit of Great Britain from the European Union, the Ambasador stated it is not too far away, only 20 months. After that time the British Isles according to the vision of the Prime Minister of Great Britain Teresa May will be a country with its own independent decision making parliament, with its own legal system and government which will control inflow of people on the British borders. However, leaving the European Union Great Britain will not cut itself off from it, on the contrary it will continue to co-operate with it closely. Today negotiations are still taking place and from its effects the final shape of co-operation will come out. The Prime Minister Teresa May hopes that a mutual special trade agreement with the EU will come into place which will be beneficial for both parties. It will not only address business issues but also issues of security, co-operation of investigative authorities, co-operation in the area of science and technical aspects, cultural exchange and many other issues that are common for us.

The British Ambassador to Poland HE Graeme Jonathan Knott emphasized that the current situation in negotiations implies that all issues will be agreed before 29th March 2019. Especially that their process is calm, content-related without too much politics and the so called “tensing of muscles”.

Traditionally after the High Commissioner’s speech an interesting discussion began and also answers for the questions asked by the gathered members of the European Business Club Poland were answered.

The British Ambassador  HE Graeme Jonathan Knott assured that everything depends on the results of the negotiations but today British proposals are such as not to change anything in the functioning of those who already operate in Great Britain. It concerns both business and social issues. If people are there for over 5 years then they will receive the status of residency. If they are there for a shorter period of time then they will receive that status when that 5 years of their stay in Britain will be due. How it will be with new people and new investors will be clear after the negotiations. However, what HE Graeme Jonathan Knott has emphasized that the rule of the British Government is to support those who have an input into the development of the country. And referring to various media information he assured that there is no truth in such headlines as “We close doors to Great Britain’s markets”. The British Government wants to have a 2 year transitional period after the Brexit in order to deal with any problems that would appear. With certainty it will support European business interested in investing on the Isles, especially innovative companies. For those companies a financial support system is already set from 5 thousand up to even 10 million pounds. Until 2020 corporate income tax will be reduced from 20 to 17 percent. The Prime Minister Theresa May is of the opinion that Great Britain should continue to participate in the scientific research carried out the European Union and have its financial share. Because as he indicated it is in our European interest.

Being asked the question what the Ambasador thinks about the so called Europe of two speeds, he said that this vision is not supported by Great Britain but in two years time Great Britain will not have influence over that. However, Great Britain’s aim is to pursue for Europe to be stable, secure and affluent. Because Europe’s welfare is our welfare – he emphasized at the end of his speech.

The meeting with British Ambassador to Poland HE Graeme Jonathan Knott ended with the applause of the people gathered in the room.

Due to the action of the European Business Club ‘s member – Grupa Kapitałowa OT Logistics [Capital Group OT Logistics] the river transport of coal is back on the Odra River.

We would like to inform with pleasure that a member of the European Business Club Poland-Grupa Kapitałowa OT Logistics a leading operator of inland sailing in Poland intends to re-open coal transport from Silesian mines to the energy company Kogeneracja Wrocław. This will be the first river transport since few years back of coal on the route Gliwice Port – Wrocław

The River transport of coal is back on the Odra River

Grupa Kapitałowa OT Logistics a leading operator of inland sailing in Poland intends to re-open coal transport from Silesian mines to the energy company Kogeneracja Wrocław. This will be the first river transport since few years back of coal on the route Gliwice Port – Wrocław

The first trial transport to Kogeneracja Wrocław (2 thousand tons of coal) is planned for the mid of July. Barges of OT Logistics will  transport coal to Wrocław from the Gliwice Port. The coal will be delivered from the mine of Sośnica by block trains consisting of 40 carriages of special series Fas. Upon the order of OT Logistics Śląskie Centrum Logistyki [Silesian Centre for Logistics] will deal with the reloading from the carriages to the barges. If the voyage will not encounter any obstacles on the river, OT Logistics is planning to transport to Wrocław 20 thousand tons of coal monthly until the end of the year.

J– The renewal of coal transport on the Odra River can be treated as a symbol of the coming changes in the river navigation. We count on the fact that primarily commercial cruises will be present on the Upper Odra. Silesia needs an inland river connection with the rest of the country. Inland navigation is an indispensible element of the developing intermodal transport and should become a strong third branch of transport beside roads and rail – said Andrzej Klimek, Vice President of the Board and Director of the Inland Navigation Division of OT Logistics. We count on the success of the government plans to open the Odra Waterway as well as restoring the function of transport to the biggest Polish rivers which they fulfilled since medieval times and which has died out in the last decades. Water transport is the most environmentally friendly form of transport which will support an increase in the goods exchange in the country as well as it will allow to relieve the road transport. On its part OT Logistics is ready to support Polish logistics by great increase of the volume of goods transported by rivers – added Andrzej Klimek.

Investments planned by the Ministry of Maritime and Inland Navigation stated in “The Guidelines for development plans of inland water routes in Poland for 2016-2020 with the perspective to 2030” aim at inter alia obtaining international navigation class on the Odra waterway as well as its inclusion into the European waterways network. Additionally by accessing the United Nations AGN convention Poland contracted to adjust main waterways to class IV of navigation.

The transport of coal on the route Gliwice Port – Wrocław will be carried out by three sets of barges led by pushers of the Tur type. The barges have a distance to cover of about 200 km via the Silesian Channel and Odra river. The cruise will go through 27 sluices.

I would like to state that we are a family company with only Polish capital amounting to 6,600,000.00 PLN, therefore respect for tradition in connection with new solutions is very close to us. Maybe this is why more and more Cooperative banks decide to co-operate with us.

Services that Kłos offers are not only production, sales but also maintenance. One can say that you are available for Clients on every level of their needs.

ZK: This is true. I have to admit that I have a very talented team. ZK: I am very flattered. The truth is that I consider this as my biggest success, not the awards or respect in my country or abroad. On the 1st of June 2017 upon the invitation of the President-Janusz Cieślak the guest of the European Business Club Poland was the Chairperson of the Parliamentary Committee for Support of Entrepreneurship and Economic Patriotism, MP Adam Abramowicz.

The project is called the “Dzierżawski Bill”l and is a modified version of the project of reforming the public finances worked out by Krzysztof Dzierżawski in 2001. It includes major reform in the tax system in Poland and its main changes are the following:

-major simplific ation of tax regulations and limitation of tax administration;

-elimination of contributions for ZUS, PIT and CIT as well as introduction of one tax for natural persons conducting business activity in the amount of 25% of the whole of pay fund;

– lowering of cost of labour by the proposed tax changes;

– an increase in remuneration for employees by 25%;

– introduction of 1.5% turnover tax for CIT payers;

– lowering of the contributions to ZUS up to the level of 550 PLN monthly;

–  introduction of 0,49% tax rate for revenues of banks and financial institutions as well as 1,49% for companies;

-introduction of tax rates from revenue without the possibility of deduction of any tax deductable expenses. Tax rates would vary depending on the type of activity and would range from 3% to 15%.

– elimination of so called „tax optimalisation” and introduction of a rule that all companies pay taxes.

– elimination of the pathology of obtaining VAT for ex ample in connection with VAT carousel;

– elimination of the escaping of paying CIT

During his speech Adam Abramowicz stated that the current tax system is too complicated and ineffective. This causes various abuses and situations in which some companies pay taxes and other effectively avoid them. At the same time he emphasized that the bases of functioning of a strong state is an efficient economy and in Poland about 60% of income in the budget is worked out by small and medium companies. That is why it is the role of the State to support those companies and create such a tax system which will be favourable to them. At the end of his speech MP Abramowicz quoted the words of an American economist, the winner of the Nobel Prize in economy in 1976 Milton Friedman. He, during a lecture for the Civil Parliamentary Club given during his visit to Poland in 1989 said that “Poland should not follow into the steps of rich western countries because it is not a rich western country. Poland should follow the solutions which western countries had when they were as poor as Poland.”

Traditionally after the end of the Guest’s speech an interesting discussion started concerning topics especially interesting for entrepreneurs form the European Business Club Poland. To summarize the meeting MP Adam Abramowicz signed the Honorary Guest Book.
