Lidia Staroń – independent Senator of the Republic of Poland from the electoral constituency No. 86 (OKW Olsztyn). She received the mandate having been designated from her election committee “Lidia Staroń – always taking the side with people”. In the electoral competition, she overwhelmingly won with counter-candidates from all other political options. She is the only parliamentarian in Poland who was elected only by voters without any support from political formations. Deputy to the Lower House of the Parliament of the Republic of Poland [Polish: Sejm] of the 5th, 6th and 7th term.
Civil engineer. Before she became a parliamentarian, she had been an entrepreneur, the president of the trading and service company, and she was also engaged in managing real estate. For years she has been active in the fight against lawlessness, cliques and coteries. In the fights with dishonest law enforcement officers, clerks or officers hurting people, she addresses problems experienced by Polish entrepreneurs. She always takes side with victims, both as a senator and also in the programme “State in the State”. Being very well acquainted with problems and ills of entrepreneurs, during the 4th term of office of the Polish Parliament she proposed to introduce entrepreneur-friendly provisions of law, which assumed, among other things, faster registration of companies, extending electronic access to data in the National Court Register or introducing the possibility of entering ex officio a tax identification number [Polish: NIP] by courts. She also succeeded in gaining the strengthened legal protection by, among other things, the complaint about violating the party’s right to examine their case without undue delay or the new type of civil proceedings – class actions. As a deputy of the 6th term of office, she also solved the problem of imposing surcharges other than a margin by hypermarkets on producers and suppliers of products. It was after her intervention when prosecutors initiated proceedings on the part of such suppliers – against dishonest retail networks.
Apart from initiatives related to introducing new laws, Lidia Staroń undertakes numerous interventions in individual and group problems of entrepreneurs. She holds also negotiations with banks and institutions for entrepreneurs who lost their financial liquidity, helps those who became victims of usurers, negotiates housing issues with local self-governing units, helps to recover movables and supports entrepreneurs in civil and criminal cases related to their businesses, e.g. in proceedings for payments from dishonest contracting parties.
Lidia Staroń succeeded in assisting the entrepreneur whose all businesses was ruined due to the expert’s false opinion. On the basis of this and similar cases, this deputy amended the law (the Code of Criminal Procedure) as a result of which persons who considered themselves wronged by any document-related crimes (false opinions, documents, false testimonies, etc.) acquired more rights to be able to seek justice. Consequently, as from 2013, any person who submitted the notification about any crime, being no victim, may file a complaint about the decision refusing to institute investigation or its discontinuance.
Her success in assisting the entrepreneur from Nidzica caused that – for the first time in Poland – the court enforcement officer, who together with the expert unlawfully sold the whole entrepreneur’s property for next to nothing, was finally and validly sentenced to absolute imprisonment. In another case, as a result of the court enforcement
officer‘s and court’s negligence, the real property which the entrepreneur bought at the public judicial auction for almost half a million Polish zlotys, was – during the enforcement proceedings – .. sold once again. The entrepreneur unsuccessfully fought for the recovery of money or this property. Only after Senator Staroń’s intervention, he finally became the owner of the real property which he had bought … 8 years before. The property was also recovered by a self-employed nurse – a mother of four children – who had been taken, by a court enforcement officer, a newly purchased second-hand car she had bought to visit her patients. This car was burdened with debts of … its first owner. Only Lidia Staroń’s decisive intervention allowed for recovering this car and carrying on a safe business.
These are only a few stories which ended up with a positive outcome only because of Lidia Staroń’s efforts. Ms Senator recovers for people real properties and movables taken from them illegally, fights for families and abused children, victims of crime but first of all – for the good law – the law friendly for people.
She is a community activist whose assistance is free of charge. She organises nation-wide social campaigns “The whole Poland talks to children”, “Strop drinking, start living”, “Mum, please have a check-up” and “The legal GPS” (the law learning programme at high schools).
For years she has been a sponsor of prizes and honorary patron of the competition organised for high school students “My idea for applying exact sciences to solving daily life problems” organised by the Association for Children and Particularly Talented Young People in Olsztyn.
For many years, she has been the patron of many charity organisations, including the Foundation “I have a dream” which makes dreams of many ill children come true.
